Frank Warren, Brook's former promoter said that Kell's manager (his dad) used to say he Brook wants the Pacquiao fight and he'd fight him for £20 ($32), he's not interested in money, he just wants to get KO'd by Manny for legacy.
Warren also said he Brook turned down fight's with K9, & Mike Jones. He was only ever interested in fighting Pacquiao.
I may be wrong, but here's my take on things: A few years ago, Floyd was the WBC champ and Haymon/DiBella got Berto ranked number one by the WBC. The intention being that Floyd would sit on the title for as long as he wanted and face whoever he wanted, because his mandatory would never push for the fight. The reason for this is that Berto knew Floyd would likely retire, move to a new weightclass or vacate before too long, and then he could pick up the vacant belt by facing a B-level opponent. That's exactly what happened.
I think Warren was trying the same thing here, probably with co-operation with Arum, who he gets on well with. Pac gets to fight Marg-Mosley-JMM and doesn't have to ever face a mandatory because Warren makes sure not to push for one on Brook's behalf. Then when Pac gives up the belt, the WBO (who love Warren) give him an easy vacant title fight.
But the problem was that Brook, unlike Berto, actually wanted to make use of his ranking and go after the best fighter in the world.
I agree that Brook should have to fight his way to a mega-fight, but he's rated no.1 by the WBO and has been for a while. I don't think you can blame him for wanting to challenge for the title that he's the top-ranked contender for.
I hope it's not true that he turned down good offers to face K-9 and others of that level. I'd be interested to hear about it from someone who isn't Frank Warren, who has made the WBO strip Brook of the intercontinental title and had Frankie Gavin move up in weight to fight for it, just for the sake of being a ****.

flashes of hope in NSB...solid post...i agree with the highlighted
Instead of turning down fights from guys like Mike Jones and K-9, how about proving your worthiness in the ring?
Seriously man. Who is this bozo Kell Brook?
He turned down fights with Jones, k9, And cotto? Only to face a 39 year old Lovemore? The guy is an idiot. He doesn't deserve any big fights, he hasn't done jack.
