You guys do know he ran BALCO right? That means he still has scientists developing drugs year round. Once their stuff gets detected they switch to another strain, kind of like the flu vaccines, works on strains. Now that he works for the center he gets the headsup on the new testing and works around it.

Sports is a billion dollar industry and everyone gets a piece of the pie, the general public thinks they live in a fantasy world. Little do they realize that the Government is just a mafia and everyone gets their $$$ at the end. Why do you think all these athletes hired him? Because of his talent? No its because of his connections, same reason Al Haymon gets his 10%. That 10% goes directly to bribes to the commision,HBO, etc.

Why do you think Berto was getting so much money from HBO? Cuz Haymon was greasing the guys there with $$$.

I would say like 50%+ of the athletes in the world who are proffesionals are on some sort of performance enhancing drugs, whether they know about it or not. Most of these guys dont know the stuff they take, for deniability reasons.

If the commission mandates testing then every fighter would be obligated.
Manny would be doing anything special.

Now if Pacquaio comes out and says that there should be olympic style testing, then that wouldn't be saying alot.

Point is neither fighter demanded cut-off dates they let USADA do their job.

Manny and his whole team of Pacfans should've been hopping for joy when they found out USADA decided to end their testing 18-19 days before the fight and said: "Ooooooh, well then if that's the case here's my vein test me."

Problem is Manny and Co. wants to know when testing would stop.
