Because neither Chavez or Don King wanted it for obvious reasons. The same way Chavez didn't rematch Frankie Randall(after quitting in fight 2) until Randall was over 40 years old in a meaningless fight.

Chavez next mandatory was Jake Rodriguez that was a sparing partner for Withaker and had similar style.
Chavez didn't want to fight another lefty with that style and took on Randall instead.
Randall was a notorious coke head and was arrested for that during his career.
I never heard of Randall using PEDs of any kink
