Why Do People Say Cotto's Power Is Not The Same At 154?

This is the answer... Cotto's punching power at 140 had more ffect on his opponents at 140 and 147. Except for Quintana, it'd take him a few more rounds to get a stoppage. He hasn't been hurting fighters the same way since.

look at his fight with MARG at 147. His power wasn't even visible in that fight. He couldn't rock Pac either.

and at 154 he's a solid puncher, but he's nothing to write home about in terms of brute power at 154

i believe at 154 he has to wear a thicker gloves. certainly that will effect his punching power.

Yea i think its 8 ounce gloves for below 147 and 10 ounce gloves for +147. Unless the contract for the fight says differently and the fighters agree.
