I don't think either fighter is afraid of the other. I do believe there are possibly quite a few things at play keeping this fight from happening:

1. Floyd doesn't have it in his heart to box multiple times a year anymore. His activity has decreased more and more since the De La Hoya fight. IMO it has nothing to do with being afraid of Pacquiao at all

2. Top Rank wants to milk Pacquiao for all he's worth before setting him up for a possible lopsided loss against Floyd. Let's be real here, I'm sure people will flame me for having an opinion but Pacquiao hasnt really improved since JMM 2. He's just been carefully matched against come-forward, no defense fighters (exception being Clottey who just stood there with his hands up), do you think it's a coincidence that Manny has yet to fight anybody with a style like JMM since his rise to fame? Mayweather is a HORRIBLE style mismatch for Pacquiao. Bob Arum knows this, as greedy as he is, it's ALL about the money. Bob is figuring that it would be a much harder sell with Pacquiao coming off a loss against Floyd, and would rather put him up against guys he can have success against instead.

It's all about the money, Floyd isnt afraid of Manny and Manny forgot what it feels like to lose and doesn't care who he fights. He's buying into his own hype and it'll come crashing down on him when the Floyd/Pacquiao fight happens next year
