Was Pernell Whittaker more shot when Oscar fought him or was Oscar more shot when Pacquiao fought him?

Whitaker was still a capable fighter when De La Hoya beat him, and it was a close decision. Oscar was completely shot when he fought Pacquiao.

Whitaker although faded was still capable of beating top fighters.
Oscar, just wasn't.
That doesnt change the fact Pac's 10x greater than Oscar, though.

Oscar tends to get zero credit for winning that fight.
Besides Mayweather and Pacquiao, he'd beat everyone else at 147 right now. Though that isn't saying much to be honest.
