I don't like Oscar myself, just personally see him at a minumum Top 20 Welter.

Pretty much anyone in the history section does too. I don't think I have come across anyone who doesn't.

I'm not sure, probably though seeing as he hated Castro / Communism and as you said was loved in Mexico.
