Why zero promotion for Berto-Ortiz?

I haven't seen or read much about this exciting match-up. This fight isn't even being discussed much in forums. How come?

Victor looked terrible at 140 and he's going up against Berto who is a very good fighter with speed and power at 147
I wouldnt call either prime too. What have they done to show that they are at their best?
