When I think of exciting fighters I normally think of fighters who are vulnerable and ones who get themselves into wars (Gatti, Morales, Holyfield, etc.). Pacquiao was that kind of fighter. I normally consider Jones as just entertaining since most of his fights in his prime are usually one sided and you knew the outcome. Pac's recent fights have been more one sided.
Both are pleasing to watch no matter which you find more exciting. I don't really know who to pick over the other.

I dont even think he has ever really been an underdog in a fight and was usually a huge favorite

One man's excitement is another's boredom....."Exciting" is a subjective word. Both CAN be exciting or boring depending on your type of a fight that you like.

there ya go. it's subjective. i enjoyed roy jones' earlier fights. but then it became increasingly obvious that his fights will always be one sided. he just wasn't the type of fighter that could trade blows with his opponent. you won't see even a 15 sec exchange in any of roy jones' fights. he was always expected to get the girl in the end. it's always a story made for him. it's entertaining to some, but it's boring to others.

Most exciting fighter? Roy. Most exciting fights? Pac. To me, watching Roy dominate is more excitng than Pac dominate.

Roy was insanely entertaining, but when's the last time he was in a competitive fight? He either gets beat up bad and KTFO (shot/past prime) or absolutely annihilates his opponent (that crazy run where he went undefeated). Pacquiao is more entertaining because he's had some of the most intense wars I've ever seen. But in their wipeouts, Roy is more fun to watch, he's more of a showman.
