If Floyd Announces Spadafora Fight Before May 1, He's Still on P4P List?

If Mayweather makes an announcement for a July fight with the ever dangerous Spadafora, and makes that announcement before May 1, Wifebeater can still keep his place on the P4P list, right?

All he has to do is make an announcement, right? In fact, right before the fight happens he can fake an injury as he did against Marquez and doing so with be a loophole for him to stay on the P4P rankings, correct?

IDK I think he has to actually fight but I don't make the rules and whatever the case boxing doesn't seem to follow what ever rules are already in place most of the time anyway.
