Anyway, I don't think any one from 140-160 with any kind of win streak has a chance to fight Pacquiao. Only candidates are guys coming off losses, look vulnerable in a recent win, coming off a draw, catchweight where they'd be weightdrained, or just the fighter isn't what he use to be.
That means we can forget about Mayweather, Martinez, Berto, Bradley, even Judah of all people because he's on a 5 fight win streak so he doesn't qualify, etc.
Guys that do qualify for Pacquiao's opponents: Mosley of course, Mayorga, Victor Ortiz if he loses to Berto, Cotto-Margarito II, Erik Morales, Malignaggi, top 11-20 Jr Middleweight, Chavez Jr at a 153 catchweight for his WBC Middleweight Silver title[to win a "title" in his "tenth weight class"].

pac is right martinez is just big and strong nothing more. I have yet to see him fight someone bigger and stronger than him to say that he's really a good boxer.
