The most Wlad held was vs Sam Peter I. And that (20 secs per round) was less than Lennox held against Tyson (30 secs per round) and HALF as much as The Clay used to hold against Foreman or Frazier (40 secs per round).
It's not up to the venue, it's up to the ref. In Wlad's last two fights, the ref was American. Arguably the ref can be swayed by the crowd in borderline cases, but it's highly unlikely that a top US referee would change their whole policy regarding holding just because they happened to be in another country.
Ive yet to see a referee who was not influenced by the venue, the promotion, the crowd, or the fighters in the ring. If such a mythical figure exists they should pay him to call every championship fight.

Its not the duration of the hold that bothers me, its *when* he decides to hold. Wlad is good enough not to resort to that, same for Lennox against Tyson.
Lennox socked the guy in the face with a right. He'd have to be an expert body contortionist to intentionally execute all the things you listed(inside/outside.side glove) in a fraction of a second. Also that was more of an impact/explosion of the eye than a graze or cut.
I quoted the two rules he violated with that single punch verbatim. The first being he hit Vitali with the outside part of the glove (opposite the thumb.) Lennox clearly holds him with the left and rakes the back of his glove across his face. Breaking two rules at once.
As for the "rules of boxing" they are broken everytime two guys step into the ring especially holding/hitting. Different referees enforce different punishments: (Warning, point deduction, dQ) but some just let the petty stuff go and let them fight it out.

You should probably learn the difference between holding and clinching, especially since the latter is legal.

But clinching is just as widespread in the US as it is in Germany. Hopkins probably clinches more than any other living boxer. Mosley also clinches a hell of a lot.
Dirrell got away with a great deal of clinching vs. Froch, and that was in the UK.

AFAIK there has never even been a point deduction for holding and hitting unless there was a great deal of it going on and at least one warning given first; and nor for hitting with the wrong part of the glove - never mind a DQ.
Also, the ref usually has to believe an infringement was intentional before he will penalise a fighter.

-There was no raking or deliberate side-glove action going on. Definitely nothing conclusive on video to say he broke the rules. You are reaching HARD for an injustice that isnt there. Everthing that happened from the punch, to the cut, to the stoppage were all within the confines of normal for a boxing match.
