Manny's " promises " to the media, are completely worthless. Technically and factually, Manny's "promises" hold about as much credence as Roger Mayweather's accusations.

FACT: The negotiation back in Dec 09 died because Manny refused to submit to random blood tests without a 24-day cutoff.....

Pac HAD the opportunity and refused right? thats what you call NEGOTATION. Pac didnt agree and negotiation failed. When Team Pac agreed it was suddenly off the table? i thought there was no 2nd negotiation? it couldnt be off the table right? so Pac was willing to give Floyd's demand then Floyd retired. Pac even said he would take the test during the fight but Floyd in on vacation. WAKE UP *****s. look at the time line. stop living in the past.
