I don't think there's a question...it's Manny Pacquiao.

If anyone in the Far East has even heard of Floyd Mayweather, it's because his name is tied to Pacquiao's. The owner of "America's Team," the Dallas Cowboys, sees fit to promote boxing at his billion dollar stadium with Manny Pacquiao as the draw. Manny met with President Barack ***** on the strength of his celebrity, not his position in the Philippine government.

The only way Floyd might overtake Manny as the "face of boxing" is if he beats him in the ring.
