Many times, the "busy" fighter got credit for the busy-ness despite the lack of accuracy. This is very common.
An no, Floyd wouldn't land anything close to 50% of the punches that he would throw against Pacquiao.

1000 punch fighter wins. If 100 punches lands cleanly and like 500 punches lands to his guard, that's pretty huge domination.
