This is fair. Vitali as Ring champion is tied with Paulie Ayala at 122 for the worst outcomes they ever derived. Both a farce (Ayala was worse because he had NO business being rated where he was at the time). Floyd should be recognized as the Welterweight champ (lineally).

But Pacquiao would have to beat Berto to become true champ and Lopez would have to beat the relevant contender to become true champ.
