      I believe the scale is provided/monitored by the state athletic commission, though i'm sure the rules can vary. There is no national boxing commission in America so each state can have their own rules.

            I was just about to say the same thing. If the scale was 2 pounds off, however, then ODLH weighed in at 147 lbs limit.

            Also, I don't know why Montiel's camp was upset. I don't think there is a rule stating that a fighter can't check himself on the official scale before the official weigh in time. If anyone knows any different, I would like to know...

              Montiel was upset because they moved the time so donaire could lose the exta weight. So he was forced to wait longer to take the fluids,etc.
