I believe the scale is provided/monitored by the state athletic commission, though i'm sure the rules can vary. There is no national boxing commission in America so each state can have their own rules.Comment

I was just about to say the same thing. If the scale was 2 pounds off, however, then ODLH weighed in at 147 lbs limit.
Also, I don't know why Montiel's camp was upset. I don't think there is a rule stating that a fighter can't check himself on the official scale before the official weigh in time. If anyone knows any different, I would like to know...Comment

Montiel was upset because they moved the time so donaire could lose the exta weight. So he was forced to wait longer to take the fluids,etc.I was just about to say the same thing. If the scale was 2 pounds off, however, then ODLH weighed in at 147 lbs limit.
