Err, yes he did, he agreed officially to random blood and urine tests upto a 14 day cutoff with unlimited random urine upto the fight. Unofficially, well according to Koncz he agreed upto 7 day cutoff, with random urine upto the fight.

Only ignorant people argue about a cut off. PEDs are not Viagra or Cialis. You need to cycle on and off them. You can't take them on and off to have an effect. PEDs do not make you stronger. What they do is allow you to workout longer and harder which means you need to be on them troughout training. Manny offered piss tests and hair samples everyday the first time around. He just didn't want to have blood drawn more than what was necessary. The hang up was over drawing blood, not testing itself. The OST people are pushing for Floyd testing to take off. Why you ask, because Floyd has a good point? NO NO NO, its because they will make millions overnight if boxing agreed with OST. Several state commissions looked at this and said NO, the testing and pre fight physical in place is enough. Floyd knew about steroids and OST his whole career 1996, 1997, 1998, 1999, 2000, 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008, and in 2009 after 40 fights when he was asked to fight Manny he just realized he could never fight again without extra testing aka OST.... If anybody falls for Floyd antics they are a ****ING IDIOT!!!! From the age 16 to 30 Floyd went from 106 to 150 when he fought DLH a 44 pound gain. Manny from 16 to 31 went from 106 to 145 a 39 pound gain. If Floyd had turned pro at 16 like Manny and not almost 20 he would have started out in the same weight class. Not simple? Think!? Pacquiao has enough power and influence in this sport to fight anyone he wants. But he would rather fight faded fighters who do not deserve a fight with him. I think you are the one who is brain dead. If he does not want to give in to Floyd's request then that's cool, but fight someone with a pulse.
