I don't see how Mayweather fans think this is a shock. Pacquiao right now is the figurehead of the sport. He's the more consistent fighter and is being featured in all walks of media from Boxing, endorsements, and now to meeting the President of the United States. Mayweather is dealing with his own personal issues and isn't entertaining a fight with Pacquiao besides posting up videos of Pacquiao losing, something a 12 year old would do.
