The reason is that Haye is fighting nobodies in preference to fighting a Klitschko. He's ducking them, Adamek is not.

Boente said that Sky pay more than RTL, which they do, because Sky is PPV and RTL is terrestrial (as a result of which the Klitschkos' fights are seen by an average of around 20 million fans whereas Haye's are seen by less than a million, so any genuine boxing fan should applaud the Klitschkos for sticking with terrestrial TV - but in any case your 3 x figure is made up, it's nothing like that much of a difference). But the gate money is far higher in Germany than in the UK, because the Klitschkos generate far higher live gates than Haye does - which is why Booth said the fight would make a lot more money in Germany than it would in the UK; most of the sponsorship money is generated by the Klitschkos, not by Haye; and most of the worldwide TV licence fees (outside of Germany and the UK) are generated by the Klitschkos. Overall, the Klitschkos generate more revenue than Haye does. Plus Wlad is the champion and Haye is a contender with a very weak resume at Heavyweight, and it's normal for the champion to get the lion's share of the purse. Wlad has already made a massive concession by agreeing to a 50% split.
It won't happen because Haye doesn't want to fight him. There's no reason whatsoever why Wlad couldn't fight both Chisora in April and Haye in July; and even if you accept Haye's claim that that wouldn't allow enough time to promote the fight (an excuse which Haye himself blew out of the water by saying he wants to fight Vitali in May, less than 9 weeks after Vitali's fight with Solis), there's no reason why Haye couldn't fight Vitali in July (which he turned down), or Wlad in September, or Vitali in September. But he simply doesn't want to fight them, and he's said so in so many words.
