Bradley has the best resume, so he's number 1. But Khan is the best fighter.

win over Kotelnik>win over Alexander
wins over Malignaggi and Maidana>or=everything else Bradley has done

Top-10:
1) Bradley
2) Khan
3) Kotelnik
4) Maidana
5) Alexander
6) Ortiz
7) Mabuza
8) Matthyyse
9) Peterson
10) Judah
Here's why:
1) Bradley
Has beaten:
- Alexander (Prime and "undefeated")
- Peterson (Prime and undefeated)
- Holt (Prime)
- Witter (Past-prime, but he Bradley won on foreign soil)
- Vazquez (Prime. Went on to win an alphabet at 135lbs shortly after)
- Cherry
* Abregu fight does not count because it was at Welterweight. Also, neither does his performance against Campbell because it was a No Contest.
Bradley's resume is beastly at the moment. He's definitely top-10 P4P.
2) Khan
Has beaten:
- Maidana (Prime)
- Malignaggi (Prime)
I don't care what anybody says about Paulie. He was coming off the back of two wins over Juan Diaz and was definitely a game opponent.
His only two defeats before that were against Cotto (a future Hall of Famer in a competitive fight), and Ricky Hatton (who was lineal champion at the time and was a 2 weight world-champion).
- Kotelnik (Prime. Went on to beat Alexander and should be rightful WBC and IBF Champion. Khan schooled him and won 11 out of 12 rounds IMO).
- Salita (Prime and undefeated, however he is the very definition of a B-class fighter. A decent win nevertheless due to the way in which Khan destroyed him).
3) Kotelnik (As soon as he fights at 147, he gets taken off of my list)
Has wins over:
- Maidana (Prime. However this was a very close fight)
- Rees (Prime and undefeated)
- Devon Alexander? (I think he won a decision over a prime and undefeated Alexander and should be the rightful WBC and IBF Champion).
- Has also drawn with M'Baye.
- Only losses have been to M'Baye (Kotelnik later drew with M'Baye), Junior Witter (close UD), and to Amir Khan (by very wide UD).
4) Maidana
Has wins over Ortiz (Prime), Cayo and Corley. Only first loss came against Kotelnik in a very close fight in which a solid case can be made for Maidana winning. And his only other loss has come against Khan by close unanimous decision (I scored it 114-112 to Khan).
5) Alexander
Has a KO win over Urango who had never previously been stopped (has fought against the likes of Hatton, Berto and Bailey). TKO win over past-prime Junior Witter. UD win over past-prime Corley.
Also has a very controversial win over Kotelnik (home-town decision).
6) Ortiz (Only loss is against Maidana. Has beaten past-prime Corley, Vivian Harris, and got robbed against Peterson (I had him up 2 rounds).
7) Mabuza (Has a win over Kendall Holt, and Fedchenko)
8) Matthysse (Should have a win over Judah. Destroyed Corley in impressive fashion)
9) Peterson (Matthyyse's wins over Judah and Corley > Anything on Peterson's resume).
10) Judah (Got a gift decision against Matthyyse and is therefore ranked below him)
11) McCloskey (Undefeated European champion. Would be lower in the rankings if other fighters were more active).
12) Holt (Would be higher had he not taken a year out)
13) Urango (Has not fought since March 2010, would be higher otherwise)
14) Ajose Olusegun (European/Commonwealth-level fighter, currently inactive having not fought since April 2010).
15) Mauricio Herrera

Such as Holt, who lose his next fight.
Peterson is green.
Paulie?
Rees? He is a midget bum.

Ok maybe Peterson is green but Bradley defeated an undefeated green Peterson. Bradley would beat a prime-Peterson too. Ortiz got robbed against a green, but still good, Peterson.
Rees is a former world champion, give him his props. He's accomplished something Peterson, Ortiz, Maidana, Mabuza and Matthyyse have yet to achieve (winning a full alphabet world title, i.e. interim belts don't count).
