Sergio did and he lost it because he decided to stay at 160 pounds. I am not saying it was fair but that is how boxing politics work. People forget we are in 2011 and Martinez last fight at 154 was 2 years ago next month against Kermit Cintron. He has even said he is stronger now than he was a couple of years ago and that along with his height and reach make him a natural 160 pound fighter that on fight night could weight over 170 pounds.
