Yeah they can be. In the community I live in, it's packed with Filipinos and most of them are boxing fans. Not just Pacquiao fans.

a true boxing fans is not obsessed with one particular fighter, its also fine to be a fan of a fellow countrymen but if you can be fair.

Example:

When felix trinidad fought bernard hopkins i hated hopkins because of his big mouth. I wanted tito to ko him bad.
As i watched the fight i was won over by the method, professionalism, and the art of boxing and strategy hopkins was using against tito. Thats a boxing fan.

If you have ever watched floyd mayweather box and take an opponent apart in slow motion and appreciate it..your a boxing fan

basically to be able to appreciate the art and science of boxing.
Honor, warriors, gifted fighters, brawlers,taking on all comers, knockout artists, incredible heart fighters...if you appreciate all aspects...your a boxing fan.

The only thing that disgraces you are fighters who disgrace the sport. Basically cheaters,ped users, cherry picking,etc.

One can understand the money and politics of boxing but no need to agree with it as if the money is being placed in your pocket, you see it for what it is....thats a boxing fan.
