Devon isn't legit, he clearly lost to Kotelnik but the crooked judges saved him. Ward has crooked home referees who allow him to cheat.

Shumenov fought for the title away from Kazakhstan, Ward never takes on a decent opponent outside Oakland where his crooked home refs let him headbutt and otherwise cheat as much as he likes.

If you're going to put Ward on this list, than hometown protected Lucian Bute who hasn't beaten anybody worth a damn, should be on that list too.
