Considering Khan isn't fighting either of them for a long while, why can't the number 1 guy in the division be named champ?

Robbery of the year: There are debatable, controversial decisions every year. But there's a difference between a close fight that causes disagreement and an outright theft. The most obscene theft of 2010 came in the light heavyweight title rematch between Beibut Shumenov and Gabriel Campillo. In 2009, Campillo took a majority decision against Shumenov in Shumenov's native Kazakhstan to retain his title on a very close call. In the rematch last January, which took place in Shumenov's adopted hometown of Las Vegas, Campillo got utterly ripped off in a split decision. Judge Levi Martinez had it 117-111 for Campillo, which seemed appropriate. I thought Campillo dominated while busting up Shumenov and coming close to a stoppage. And who will this hypothetical #1 contender that is Amir Khan fight for the Ring title? The # 2 contender, which would be Alexander. So in the end Khan would be fighting Alexander for the title. Or he would be fight Bradley for the title. Does it really matter that one of them actually owns the titl when he fights them for it?
