If we're talking about who faced the better competition with wins and losses then yes it Oscar. However, he has a losing record against the top 5 fighters he has fought.

If we're talking about resumes and accomplishment in terms of ATG ranking then Pac and Floyd are in the top 2.

Either way Cotto comes in 4th.

The thing about DLH (who probably has the best resume there apart from Pac) was that he didn't deserve to get many of those fights, but he got those fighter's name on his resume because they wanted to fight him for the massive payday. e.g. The Pacquiao fight "Dream match" - He cherrypicked Pac. DLH hadn't done anything to deserve a fight with the P4P king, but the fight happened because Pac would get his biggest ever payday.

But that aside, i think it goes:
Pacquiao ~ De La Hoya ~ Mosley
      Cotto ~ Mayweather
      Martinez

Since the poll was edited, I say Martinez comes in 6th. In terms of best competition faced, resumes, and accomplishments.

Oscar De La Hoya has 6 P4P kings in his resume, that's alone may overshadow everyones resume.
            Julio Cesar Chavez x2
            Pernell Whitaker
            Shane Mosley x2
            Bernard Hopkins
            Floyd Mayweather
            Manny Pacquiao

So in total he had 8 fights against 6 P4P kings.

Not fifth, i think he's about equal with Cotto.

                      But he's definitely behind MP/DLH/SSM

                      So fourth=

He has won all his fights though - so that's a big plus
