Pac (possibly) started taking roids around the De La Hoya fight (hence the tremendous gain in weight) continued it through Hatton and Cotto (The fact he retained his speed and power, and the fact smaller men like Marquez and Morales were able to knock him around the ring, while bigger fighter , and no doubt, bigger puncher, Miguel Cotto couldn't even make Pacquiao back up with a cleanly landed left hook that destroyed Pacquiao's ear, showing how devastating a left hook it was).
The Mayweather negotiations occur, they seem to be going well, but suddenly the fight is at stake because Manny (possibly still taking steroids up to this point), refuses to take a blood test within 2 weeks of the fight. The fight pretty much just falls apart thanks to the Pacquiao camp. No matter how u look at it, it was the Pacquiao camp that finally decided to call off the fight. And it was the Pacquiao camp that declared the fight in jeopardy in the first place. The first headlines u read when the drug testing turned public was "Fight in jeopardy; Mayweather demands drug testing". And who was the article no doubt quoting? Bob Arum. Mayweather's camp (up to this point) never said the blood test issue was going to ruin the fight (hence compromising up to 14 days, and who knows how much further they were willing to take it). The fight was declared in jeopardy, and was ultimately called off by Pacquiao's camp becuz of the drug testing demands.
Now, taking into mind that he has something to prove to the public at this point, Pac takes an easy fight with Clottey. Nobody wanted to see the Clottey, nobody that knew what they were talking about thought Clottey had a chance. But Pac needed to let the steroids completely leave his system, so he no doubt didn't take any for the Clottey fight. (Note: he didn't look too good in that fight).
