What do you mean the Loi 101 isn't unconstitutional? Dude, you cannot even buy a english keyboard in Quebec when you buy a laptop, I tried and they said it is illegal for us to do so. I remember going to the SONY store once to buy a laptop and the guy said "thank God we have loi 101, or else the entire shop will be english, and i cant sell u english keyboard because of loi 101".
