    If so where would you place him, if not, why doesn't he belong?

    Based on his resume, style, and the way he wins fights, yes he is.

    However, he is a known cheater and that casts a huge black cloud over his career and his achievements and that is a good case to say "no, he is not an ATG, but a cheat."

    On the flypside, we do not know how many people he fought who were on PED's as well, as they never test positive, as there are so many ways around it.

          If he beats this version of Pacquiao, he might make the jump into top 40 status. I doubt he can.
