It's not that they are protesting, but when a fighter turns around and down they are meant to be told not to. It's a big rule in boxing that when defending you cannot turn your back or head to the opponent because you will take punches to the back. Khan did that throughout, though some were pretty obvious rabbit punches in frustration too.
It was Cortez warning Maidana about everything under the sun and yet allowing Khan to hold every second of every round and not doing a thing. It was Cortez breaking the fighters when it's pretty obvious that to have a chance the fighter who's style is to fight inside needed it to be able to do anything effective. A ref should allow infighting. When they are active inside you are not meant to break them, even if one fighter is holding and the other is punching you are meant to let it go.
He flat out favoured one fighter, ruined the others fighters style of fighting and didn't allow action to proceed as he should have.
Go watch Leonard/Duran and Padila. Although Padila has been in some shockers he was the perfect ref in that fight. When they (Leonard mostly) held inside he would slap the glove down which made them fight inside. If they really grabbed hold then he would break it. You need to allow both fighters the opportunity to fight their fight otherwise you are interrupting the fight and ruining a fighters chance of winning which is not what the ref is there for. Cortez ruins entire fights and that comes with ruining a fighters chances. He's a really terrible ref.
