It is his opinion and although I agree that Mayweather is by far the greater boxer, Manny Pacquiao has taken on far greater fights than Mayweather.

Prime Marquez, Barrera and Morales along with fighting much bigger fighters such as Cotto and Margarito. Mayweather has fought decent fighters in the past such as Corales and Castillo and was the first to convincingly demolish Ricky Hatton. Other than those guys Mayweather has chosen the bigger pay day against a bigger boxing challenge. Mayweather can easily beat Cotto and Margarito but we will never know and for that reason alone he can not be ahead of Pacquiao.
