Is Berto a "bigger" name opponent than Clottey?

Of all the "plan B's" for Pacquiao, I like Berto the best. I absolutely hate a Mosley fight.

Manny fought Joshua Clottey in a fight called "The Event" which actually turned out to be somewhat of a successful event. Question is, would a fight vs Andre Berto create equal or greater buzz than "The Event" and if so, then why not Manny vs Berto? It's probably the best fight that can be made at Welter, from a competitive standpoint.

clottey has fought: corrales, judah, cotto, margarito, and others. he's not very popular, but prior to the pac fight, he was respected (not so much after the non-performance against pac, but I digress).

berto has fought: collazo, quintana, urango, hernandez...

there for clottey is a bigger name than berto. All berto has is the backing of HBO and even that is waning.

He was arguably a bigger name before he even fought Cotto and Pac.
