U.S.A. And that is a fact, it can't be argued against and anybody who says any other country is ****in wrong. It is as simple as that.

Today:
1. UK has the highest percentage of biggest names and top prospects (Haye, Khan, Froch, Cleverly, DeGale)
2. Mexico has more talents overall but less huge names (Alvarez, JMM, Segura, Montiel above all)
3. USA is struggling to keep up with the past but always there due to the highest standard of facilities and training
4. Germany. Not huge superstars but consistent presence among middleweights and above (Abraham, Sturm, Sylvester, Brahme...)
5. Argentina
6. Puerto Rico
7. Philipines
8. Ukraine
9. Japan
10. Canada
Special mentions for Cuba, Italy and Russia which produce the best talents in the world among amateurs but have facilities/political/economical issues that prevent them from going pro.
All times:
1. USA (...Or should I say "Africa"...just too many great names)
2. Mexico (Chavez, Arguello, Morales & co. plus tons of Chicanos)
3. Cuba (Napoles, Gavilan, Kid Chocolate, Stevenson...)
4. Italy (Benvenuti, Loi, Carnera, Antuofermo, and think about all the Americans with Italian descent)
5. Puerto Rico (Ortiz, Trinidad & lots of others)
6. UK (Lewis, Calzaghe, Benn, Hamed...)
