Calzaghe is GOAT at 168.

Undefeated, 2 division lineal champ. RJJ, Ottke and B-Hop didn't want anything to do with him for a few years. And when he did fight RJJ and B-Hop, he beat them. And I'm not going to accept anyone saying B-Hop was shot, he was top-dog at LHW when he fought Calzaghe and was Ring champion.

Dominated SMW for 10 years and never came close to losing. Was rated at number 2 P4P and some boxing purists could have argued for him being number 1 P4P. So far he is the GOAT at 168 and a top-50 ATG.

Roy is the closest thing to unbeatable as you can get to 168. And, his win over Toney is better than any win that Froch or Calzaghe has. However, that is pretty much his whole resume at 168. Froch overall resume is much better than Roy is at 168. Calzaghe resume at 168 it is also better. Roy was the much better greater fighter but his resume is very thin beyond the Toney win to be called the GOAT.

He just didn't stay in that division long enough. Shame really cuz nobody could touch him in that division and he could have easily been the GOAT. But, he just wasn't there that long.
