          Except in this case Mayweather is a 147 lber and the fight is slated to be at 147, so there is no issue. Mayweather doesn't have complications with this weight. If Pac tried to get the fight signed at 144, then the penalty lbs would be an issue. However, in this case.. they are not.

              And Pacquiao is a clean fighter, so there's no issue with the testing.
