if ppl ask whose the #1 at lightheavy most ppl say tarver. he has the IBO belt, that dont make no difference.

Difference is Tarver earned that right. Byrd and Vitali have done nothing to earn their titles. If Toney beats Ruiz again, he's just as much a heavyweight champ as either of them.
