Why does Pacquiao mostly face fighters coming off a LOSS?

to some extent that is true, the media is with him so gets away with it, floyd would have got buried by now.

anyway, none of the pacquiao fans have a legitimate answer, so they come back with the typical "ur a hater" bull****. if ur a true boxing fan u should know by now that catchweight fights are bull****, specially if your trying to weaken the other fighter to gain an advantage.

whats up with fighting fighters after they LOSE or are coming off a loss recently? why not fight someone who is prime, why not fight someone at their best weight without draining them? why not fight someone who actually hasnt lost in their previous 6 or 7 fights?
