Many latino fighters in the US dont have "papers" and are allowed to fight.

Angulo was known, for a long time, that he didn;t have"papers" , but Arum is trying to revitalize Cotto's career, and HBO was pushing for a Cotto-Angulo fight, but Arum want to protect Cotto, so according to gary shaw, it was Arum that told the INS to deport Angulo, so as to prevent Cotto from fighting him.
