I think the only ones who can be considered in that Category are 3. In order of cojones. B-Hop , Shane , Floyd.

Id say you become a great by beating other great fighters that are around...regardless of skin colour or nationality.
In Pacquiao's case there isn't many 'slick, black fighters' around for Pacquiao to fight, thats not his fault and doesn't affect his accomplishments in anyway.

He hasn't faced a 'slick, black fighter' and probably never will if the Mayweather fight isn't made..he will still go down as a great though regardless.
