the HBO anouncers , media and even the hystorian`s
as much as everyone knows his boxing here, ur not the one going to control this... its the media... and the media is already saying he`s at least top 20 after clottey. what more now...
im just being realistic here, he will be top 10 after 10-20 years...the stories that will be passed will be him demolishing big after bigs....
btw, im not putting him top 10 nor top 20, but im pretty sure he is already top 10 by the media, and that alone will make him top 10.

112 to 147. these lower weight class guys are called 5 and 6 and 8 time world champs when they have only gone up 5 pounds every title. Roy jones went up 40 pounds to fight Ruiz and he deserves more credit than pacquiao. But 8 makes him sound like some legend when really Roy jones put on more weight and fought a heavier opponent. lower weight class guys moving up 5 pounds and becoming a new champ is ****** and not hard. On the street if a big guy comes up to you and you bash him up are you some legend, no you just beat someone 20 kgs above you. Manny should fight Klitschko if his so so good(which his not). Manny fight david haye or are you a *****. larios nearly ko'ed before u were on HGH.

Top 15. One or two more good wins and he would be in the top 10 no doubt. If he beats Mayweather then top 5.

Between 10-20. This taking into account modern day training, supplements, and ease of jumping to weight classes that didn't exist previously.

Top 30 I suppose? I base my rankings on in ring performance, achievements, and dominance. There has been way to much controversy in Pacquiao's career. I rank him right next to Rocky Marciano. He's basically the newer generation of Rocky.
Sugar Ray Robinson
Muhammad Ali
Sugar Ray Leonard
George Foreman
Henry Armstrong
Roy Jones Jr
Marvin Hagler
Lennox Lewis
Bernard Hopkins
Joe Louis
Floyd Mayweather Jr
Willie Pep

Guzman or Bradley has no chance. Manny does not need to prepare himself to fight Floyd.
you *****s say the same thing to Zab Judah who you *****S said was superior to Manny. faster, counterpuncher, technical and more skilled. you guys give too much credit to a guy who counterpunch but less credit to a guy with great offensive weapon. Manny has a SUPER offensive weapon.
Manny is the best boxer ive really seen fighting in the last 20 years. Fighter of the Year 3x and Fighter of the Decade with 8 division title wasnt even possible until Manny has done it. say anything you want about Manny, historians already placed him high in the ATG lists. but we all know THEY DONT KNOW SHEET right?
