He wouldn't equal or exceed Henry Armstrong's feat because there were no jr or super weightclasses in Armstrong's time - plus Armstrong held the single belt in the division.

How u gonna ask for lists when the majority of the people that actually seen the old school fighters fight, don't even know how to use a PC. lol. All your gonna get are a bunch of copy and pasting of lists, and then inserting Pacquiao somewhere where they remove another fighter or drop him somewhere back, lol. You can't ask this question on a forum full of bias, racist, haters. The honest truth here. You won't get anything accurate, nor will you get anything meaningful, when the only lists people actually respect are those by boxing historians. You can post your list, and nobody will remember it for more than 10 minutes.

i would rather not post a list than post a bad one. ATG lists are tricky, subjective, & are very ambiguous. im still formulating one, ive got the top 10 almost down, 10-20 is still a work in progress.
