Pacquiao can weigh in at any weight BELOW 154 for the SWW. See WEIGHT DIVISIONS (http://en.wikipedia.org/wiki/Weight_class_%28boxing%29)
SUPER WELTERWEIGHT is 147-154. Margarito weighed in as 150 and could balloon up to 160+ at fight night.
Pacquiao at 144.6 can weigh in as far as 150 at fight night (more like 148-149).
So a 10 lbs weight handicapped and up to 20 lbs handicap is possible!

therefore i conclude those two words u mentioned are pretty much the same

but you are trying to say that
