Theres as much proof Shane was on PED's against Margarito as Pacqiauo has in any of his fights, that being said its possible Shane might have been.

If it's so "easy" Gorilla Dogs then why didn't they accept a fight with Shane previously?

Because they know Shane's already admitted to using PED's in the past and won't take the chance of fighting him as he could use them again and isn't an in-house fighter.

And there is no way I or anyone can say Team Pac would request random OST for Shane when they are "satisfied" with the current commissions rules.

They'd have to let him juice or hope he doesn't and hope Pac could win.
