They tested his test levels, which came back past normal limits. They didn't test for a specific agent or sought to make a distinction. This is old news. He tested positive for coming in past the natural limit for "testosterone". What elevated his testosterone? ANDRO which metabolizes into nandrolone. Nandro is considered illegal. Andro even though it converted to Nandro was legal at the time.
Again what year did Roy test positive?

When I say "legal", I'm referring to actual law. If said "regulatory" that would refer to the commission. So again he broke commission rules, however, he didn't break the law and was allowed to keep his belts.
The question of whether or not it's PED is vague in my estimation. Using that logic...is creatine a PED? BCAA's? Plant sterols? Some of these agencies don't make a clarification between supplements or illegal steroids, they only test for what is present in the body, now necessarily how it got there. Now new tests are in place courtesy of Dr.Caitlin that can detect specific substances. When Roy fought Richard Hall who knows what testing methods were used.
