If both fighters had signed wouldn't the fight had taken place by now?

Team Pacquiao didn't agree to the 30 day cut off. The Team Mayweather put it down to 14 day cut off. Team Pacquiao didn't agree to that either and Arum admitted to lying[after the mediator said he was lying, meaning he was never gonna admit to lying] about Team Mayweather never offering the 14 day cut off. Team Mayweather signed to fight with Mosley and Team Mayweather first warned the deal will be off the table for the Pacquiao fight if he doesn't agree to 14 day cut off. Then Team Pacquiao didn't agree, Pacquiao fought Clottey, Mayweather fought Mosley, Team Pacquiao now[after it was off the table] ask for a 14 day cut off while Team Mayweather was asking for not cut off dates.

Obviously neither because they would have to agree on all terms before they sign a contract

You cant just sign a contract and then just add things like drug testing

                So neither

Or in this case, you can agree to the terms and then one side signs and the other has a change of heart all of a sudden. That's what occurred here.

Thats not what happened in this case though.

They "agreed on all terms" but then a new term came up, Drug testing.

                    So neither signed
