He can beat a good number of them actually, but He'd have trouble with Mora (if Mora came to fight). He'd have trouble with Cintron, if Cintron wasn't afraid of him. And even though they're not listed, I'm pretty sure Williams and Martinez could still make 154, and I know he couldn't beat either of them.

BE honest with urself, Margarito was not the best challenge at 154. I don't see why he couldn't fight Paul Williams for that same Vacant title.
