Most promoters are hypocrits, if they've got a talented fighter to make money off he would say loads of good stuff to keep in his good books and also make more money off him, then once they leave they are over critical and bitter, take Frank Warren for example.

I'm sorry Gino but at the time Arum said that, he wasn't Pacquiao's promoter. Although Arum promoted many of Pacquiao's fights at the time, Pacquiao was, for all intents and purposes, an "independent" fighter during that period. The fights against Morales and Juan Manuel Marquez were promoted by Arum but not because Pacquiao was under contract to Top Rank but because Top Rank was the promoter of Morales and Marquez (under an arrangement with Romanza Promotions) at the time.

Pacquiao's then newly-fangled MP Promotions promoted Pacquiao-Larios also at around that time. Not Top Rank.

Dan Rafael of ESPN broke the story that Pacquiao has signed with Golden Boy around middle to late September of 2006, or, about five months after the Mayweather-Judah fight.

Everyone knows, of course, that Pacquiao later also signed with Arum thereby provoking that controversy which led to a mediated resolution where both Top Rank and Golden Boy get shares of specified areas of revenues from Pacquiao fights. So, Arum became Pacquiao's promoter (in partnership with Golden Boy) around October of 2006, or close to 6 months after Bob Arum made the declaration about Mayweather, Jr. as shown in the TS video.

Edit/Note: The manner by which Arum allegedly mishandled the financial sharing is now the meat of a legal action taken by Golden Boy against Top Rank. The specific dates of Pacquiao signing with either of the two parties can be verified through papers in the case filing.
