Relax guys....Arum said this when Floyd was going to fight Judah and how long in years was that??? I'm not saying that Pac is better just saying that he said that a long time ago and Pac was not in the mix like he is now. Who knows...maybe Arum still feels the same way but let's not act like this video was from a day or a week ago....RELAX!!!

That statement was made around the first week of April 2006, at the press conference for the Mayweather-Judah fight. (Note the names of the fighters emblazoned on the dais in front of Arum).
In January of that year Pacquiao had just avenged his loss to Erik Morales and was on the way to defeating Oscar Larios in July and, again, Morales in November.
At the time that the statement was made, therefore, Pacquiao only had a win over Marco Barrera, a draw against Juan Manuel Marquez, a loss and then a win against Morales in addition to what may be considered minor victories over the likes of Fahsan and Hector Velasquez.
In late 2008 and early 2009, after Pacquiao beat Hatton and De La Hoya in succession and in a fashion that looked better than the manner that Floyd defeated the two, Arum changed his mind.

Parenthetically: Mayweather's four fights immediately preceding the Judah meeting were wins over the likes of Shamba Mitchell (Nov. 2005), Gatti (June 2005), Henry Bruseles (January 2005) and DeMarcus Corley (May 2004). I'm not sure that this quality of opposition is superior to the likes of Barrera, Morales (twice up to that point in time) and Marquez.
