I do this every year and now that the schedule is pretty much set until 2011, here are the candidates. Vote for the winner.
Candidate #1:

In every sense, 2010 was supposed to be Andre Berto's big step up year. Whether he was successful or not, Berto had launched himself to the top of the welterweight division. After scheduling a tough fight with Mosley that was supposed to be a true test, he pulled out. Instead he fights Carlos Quintana and Freddy Hernandez. Also priced himself out in a fight with Mosley.
#2:

Last year's winner of this list had a very uneventful year too. Fought Ruiz and is scheduled to fight Harrison. Clearly a joke and I wouldn't be surprised if he won this again.
#3:

Had a megafight against Mosley, but it's arguable with his legal troubles and the negotiations falling apart a second time with Pacquiao that Money Mayweather is the winner this year.
#4:

Pacquiao certainly didn't take time off in 2010. He fought Joshua Clottey in March, won a congressional seat, and is scheduled to fight Antonio Margarito. However, boxing fans are disappointed that Mayweahter and Pacquiao are not fighting. Pacquiao makes this list also because of Bob Arum's choices to stay in house and fight two top rank fighters in Clottey and Margarito instead of someone else.
